Whats wrong with my BMX Bike Hub?

So i took my hub apart to clean and one side has big bearings and the other has small ones. I took them and wiped them down and then put tons of grease on them and put them back. When i tighten the bolt that like holds them in it dosnt spin smooth at all. And if i tighten it beyone finger tightening it dosnt even spin. So what is wrong?
